**Lahug, not Mactan.** Start with Lahug, a neighbourhood that's striking a balance between local life and cosmopolitan influences. Home to IT Park, Lahug is buzzing with cafés like Abaca Baking Company and night spots without the sterile feel of a tourist zone. Walk down Salinas Drive and find a blend of food stalls and trendy restaurants.

**Capitol Site for a local pulse.** If you want a mix of local government energy and cultural sites, Capitol Site is the area to explore. This is where you find the Cebu Provincial Capitol and Fuente Osmeña Circle – an excellent base for experiencing Sinulog Festival if you time your visit right. The best months to visit Cebu are between November and February when the weather is cooler and the skies are clear. Avoid visiting during the rainy months from June to October to sidestep heavy downpours.
